What is Institutional Effectiveness?

The purpose of institutional effectiveness is to administer a set of assessment activities based on the mission, values, and goals of the institution so that the university is able to take a critical view of itself as an evolving institution of higher education. By measuring, evaluating and analyzing data, the university can utilize these results in support of improvements to its educational mission as well as to the supporting structures, programs, policies, personnel and facilities. Simply defined, institutional effectiveness: 1) is a process for institutional self-improvement, and 2) answers the question: How well are we doing what we say we are doing?

 
Goals of Institutional Effectiveness
  • To gather data as prescribed by the annual timetable and planning cycle
  • To assist in the development of assessment tools and methods of analysis
  • To interpret results for planning purposes
  • To guide campuses through the planning process
  • To assist in the implementation of improvements
  • To train campuses in appropriate analysis techniques

Ministry of Higher Education (UAE) Requirements for Institutional Effectiveness

 
  • 2.3 Institutional Effectiveness
Institutional effectiveness requires that an institution be formally engaged in evaluating its efficacy-and, consequently, its success in fulfilling its purpose-and that it use this evaluation to drive a process of continuous self-improvement. The expectations with respect to institutional effectiveness herein pertain to all programs and all units of the institution. An institution must provide a plan and indicate how it will address institutional effectiveness in fulfilling its statement of purpose. Specifically, an institution MUST:
  • for the institution as a whole and for each of its academic programs and its academic and administrative support units, establish goals and objectives which derive from and support the purpose of the institution;
  • develop a broadly based system to determine institutional effectiveness appropriate to the specific purpose of the institution;
  • use the institutional purpose statement as the foundation of planning and evaluation;
  • employ a variety of assessment methods to evaluate its success in achieving these goals and objectives;
  • document the objectives of each method to be used, the time frame for its administration, the means to be employed to integrate the results of each method, and, on the basis of cumulative assessment results, the extent to which educational programs and services, as well as the educational and administrative support units, have been successful in realizing their respective objectives and, consequently, goals; and
  • demonstrate the use of the results of planning and evaluation for making appropriate modifications in resources, programs, and services in the interest of continuous improvement.

Southern Association of Colleges and Schools ( USA ) Requirements for Institutional Effectiveness

 
  • Core Requirement 2.5:
    " The institution engages in ongoing, integrated, and institution-wide research-based planning and evaluation processes that (1) incorporate a systematic review of institutional mission, goals, and outcomes; (2) result in continuing improvement in institutional quality; and (3) demonstrate the institution is effectively accomplishing its mission. "
  • Comprehensive Standard 3.3.1:
    "The institution identifies expected outcomes for its educational programs and its administrative and educational support services; assesses whether it achieves these outcomes; and provides evidence of improvement based on analysis of those results."
